Objective:
Make recommendations and suggestions and resolve the contract opposed by the political process in Iraq and to provide visions and policies of the Council of Ministers and the laws and legislation in the House of Representatives and the recommendations for reform of the Iraqi judicial system issues relating to:
1 – foreign and domestic policies.
2 – economic and financial policies and cash.
3 – energy policy and investment.
4 – The overall security policy and military in the country without going into its details.
5 – Development and reform of the judicial system and the judiciary.
6 – the contract and address the problems and bottlenecks that hinder the political process in Iraq.
7 – Any other tasks within the agreed terms of reference.
8 – and agreed upon by unanimous decision is binding on the parties concerned.
The principles and foundations:
1 – does not work this Council contrary to the constitution and the laws in force.
2 – The Council enacted a system of internal regulating mechanisms work, its committees and governance structures.

Tasks and specializations
The Board shall assume the tasks and the following functions:
Legislative Branch:
1 – Submission of proposals for the legislation of important laws and approval.
2 – discuss the conventions and treaties related to the strategic security and defense.
3 – Draw up a priority list of laws and legislation through the House of Representatives in order to achieve implementation of the plans and strategic objectives.
4 – evaluation of legislation and laws in force in order to diagnose a citizen of the conflict in the legislation of the Iraqi state in its various stages, and the abolition of laws, decisions and instructions issued under the previous regime in coordination with the legislative, executive and judicial branches.
5 – to communicate a common vision in terms of constitutional amendments to ensure overcome the gaps that emerged in the previous phase and enhances the efficiency of the current political system, stability and progress in the next phase.
Executive Authority:
1 – development of common visions and responsible strategy in the management of files in the institutions of the state supreme economic issues, security, external relations and services, energy and other including the right harmony and integration of plans and programs according to a comprehensive development map.
2 – Develop a timetable to national priorities and follow up their implementation, particularly the completion of the requirements of removing Iraq from Chapter VII.
3 – controls and accurate scientific standards to ensure the harmonization of the public budget allocations and priorities of plans, programs and strategic goals.
4 – find effective solutions for all what matters the executive branch functions and remove barriers to performance.
5 – to discuss strategies for security policy and national defense.
The judiciary:
1 – evaluate the performance of the judiciary in order to achieve the goals of justice and ensure that its articles of the Constitution and the laws in force as to enhance the security and political stability.
2 – Submission of proposals on the reform of the judiciary and impartiality, independence and enhance his powers.
3 – Adoption of the formation of the members of the Federal Supreme Court and the mechanisms of action and to ensure impartiality.
4 – Adoption of the formation of the Supreme Court of Cassation by the constitutional mechanisms to ensure its impartiality and independence.
Include membership of the Council of:
– President of the Republic 1
– Vice President 2
– Prime Minister 1
– President of Kurdistan Region 1
– Deputy Prime Ministers 3
– Chairman of the House of Representatives 1
– Vice Chairman of the House of Representatives 2
– Chairman of the Board of justice 1
– Two members from each of the four main blocs 8
– The Council shall elect from among its members a security or a president 18 years
